BASIC PURPOSE: Assists in all Labor Relations activities including serving as hearing officer for grievance and disciplinary hearings. Participates and assists in collective bargaining negotiations, arbitration hearings and external hearings. Handles various employee relations and disciplinary matters and conducts workplace investigations. Assists the Manager, Human Resources Operations in the administration of Workers' Compensation. Shares data with our Occupational Health and Safety department on "recordable" and "reportable" health and safety incidents. Serves as a secondary liaison to Third Party Claims Administrator, Retirement Board, and outside legal counsel. SUPERVISION RECEIVED: Works under the general supervision of the Manager of Labor Relations (for labor issues) and Manager, Human Resources Operations (for workers' compensation) issues.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Serves as hearing officer for grievance and disciplinary hearings. Participates in workplace investigations relating to claims and complaints of misconduct preparing necessary reports and recommendations. • Participates and assists in collective bargaining matters including proposal development, responses to requests for information, maintaining bargaining records and meeting organization. • Provides advice and support to managers and supervisors on employee performance issues such as attendance, work performance and other disciplinary issues. Represents the Labor Relations Unit at internal and external Labor/Management committee meetings • Serves as a member of the management collective bargaining negotiating team. • Provides support to legal counsel in arbitration cases Workers' Compensation:
Assists the Manager, Human Resources Operations during the entire life cycle all industrial accident/illness claims including investigations and reviewing payment of all benefits. • Provides informational updates to managers and supervisors on Workers' Compensation status inquiries. • Administers Workers' Compensation return to work light duty program with guidance from the Manager, Human Resources Operations. • Works with MWRA Occupational Health and Safety staff to identify safety training needs share data on work injuries and claims.
MINIMUM QUALIFICATIONS: Education and Experience: • A Bachelor's degree in labor relations, human resources, business administration, public administration or related field; and • A minimum of four (4) to (6) years of experience in labor relations, employee relations, employee investigations or related work preferably in the public sector; or • Any equivalent combination of education or experience.
Necessary Knowledge, Skills and Abilities: • Excellent analytical skills. • Strong negotiation skills. • Ability to maintain confidentiality and exercise discretion in confidential matters. Experience in absence management or workers' compensation/claims administration and knowledge of medical terminology, Workers' Compensation law, and workers' compensation claims process and administration is preferred. • Excellent interpersonal, written and oral communication skills. • Proficient in Microsoft Office Suite.
SPECIAL REQUIREMENTS: • A valid Class D Motor Vehicle Operators License.
